Albany County Ethics Legislation Proposal
Ryan V. Horstmyer was appointed on March 12, 2007 by the Albany
County Legislature to fill the vacant 25th Legislative District
seat. The district lies entirely within the Town of Colonie
and includes Newtonville, Loudonville and Latham. He will
serve by appointment for the remaining months left in the term
through the end of 2007. Elections for County Legislative
seats for the 2008-2011 term of office will be held in November.
Ryan is a third-year student at Albany Law School and currently works for the Governor's Office of Regulatory Reform. He previously has been employed by the NYS Office of Mental Retardation and Developmental Disabilities, as a judicial intern for State Supreme Court Justice Eugene P. Devine and Albany County Family Court Judge Margaret Walsh, as an assistant in a Colonie law office and the administrative offices of the Rockefeller Institute of Government, and as a summer intern for U.S. Senator Charles Schumer and Congressman Michael McNulty. He was an employee of the Albany County Convention and Visitors Bureau from 2000 until 2007.
He has been active with the Colonie Democratic Committee since 2001 and currently serves as its second vice chairman. He also is a member of the Albany County Democratic Committee and the Albany Ancient Order of the Hibernians. For the past seven years, Ryan has dedicated himself to civic participation. His employment, academic, and volunteer experience is in the governmental process. Ryan believes that our government plays a vital role in solving real problems, and that his dedication to public service and knowledge of his community will be an asset to the County Legislature.
Ryan's work in the legislature will focus on reducing property taxes, increasing government efficiency, economic development and reviewing our county government's ethical guidelines and procedures. Also, as a member of the Legislature's Health Committee, Ryan will continue to work to address pressing public health issues such as domestic and sexual violence and childhood obesity.
Ryan is a cum laude graduate of the State University of New York at Albany with a bachelor's degree in public policy. Ryan is also a member of the Albany Law School class of 2008.
